E-stepper/CSE: function objects carry their local and global names (#629)

A closure's metadata in a snapshot now includes `locals` (the names its
body assigns or defines, parameters aside) and `globals` (the names it
declares global), both worked out when the function is defined. A host
can show them when the function object is hovered over, matching SICPy
§4.1, where a function object carries its local and global names.
