Make the egon-data tests run on current databases

The fixtures took the second substation in Schleswig-Holstein by label,
a fixed load area id and passed an int as MV grid district to the
generator queries. They now take the MV grid district with the fewest
load areas (at least 3), its largest load area and a district object
with id_db and geo_data, and check the results. The OEDB test is skipped
without egoio, like the other OEDB tests.
