* fix(themes): keep class-scoped themes and grid scrollbars consistent with root themes

Hoists the cascade layer order out of the selector a theme is included in, lets scrollbar() declare its tokens on the parent itself, and fixes the grid scrollbar track fallback so the grid no longer falls back to the browser's default scrollbar.

* test(themes): remove the layer order test from the style test runner

* refactor(extras): replace the deprecated css-vars() with tokens()

The context menu's analytics button uses tokens($theme, $mode: 'scoped'), which compiles to the same CSS and avoids the css-vars() deprecation warning added in igniteui-theming 30.1.0.

* deps(theming): bump to version 30.1.0
