Include existing postgres config params in PUT payload (#52675)

## Context

The PUT `database/postgres` endpoint does a full resource override for
the project's Postgres config.
The only surface in the dashboard that does requests to PUT
`database/postgres` is under Database -> Settings -> Log connections,
but the dashboard only sends `log_connections` and `log_disconnections`
when updating the settings here, resulting in existing config values
being over written.

Fix here is to merge the existing Postgres config values in the PUT
payload
