templates/appimage: repair icons and permissions before packaging

Build the app directory before invoking appimagetool. Convert the SVG
icon to PNG, repair .DirIcon, and grant read and directory access.
Current appimagetool rejects the broken link and inaccessible directories
produced by python-appimage.

Install librsvg2-bin in generated workflows for PNG conversion.
