Declare numba as a dependency and validate --mem-per-worker

numba is imported by lya_spectra, resample and simqso_fast; it was only
installed as a dependency of desispec and desitarget, so it is now listed in
install_requires. --mem-per-worker must be a finite number larger than zero
(a zero gave a ZeroDivisionError); it is checked by argparse and again in
_memory_limited_nproc, with a test.
