feat(portal): pick the cloud region first on sign-up (#16178)

The cloud region used to show as a small line at the bottom of the
sign-up pages, so people could easily miss it. You can't easily change
the region after sign-up, so people should choose it first.

The sign-up chooser now opens with a US / EU picker under the "Create
your organization" header. Each region is a separate portal, so picking
the other region takes you to that portal's chooser. The email and
Google/GitHub steps only show the chosen region. The other portal can't
read this portal's sign-up session, so switching there would lose the
Google/GitHub sign-in.

The link to the other region carries the website attribution and query
params with it, so the other portal stores them again. Outside Firezone
Cloud (dev, staging) the other region is shown but you can't click it.
On-prem portals show no region at all.
