[feature] Improved plan upgrades and captive portal payments #1145 #1147

- Improved the plan upgrade experience by allowing users to select a
  payment gateway and cancel an upgrade before completing payment.
- Added support for payment gateway capabilities returned by OpenWISP
  to determine internet access and iframe requirements, with organization
  settings as a fallback for older backends.
- Improved captive portal authentication during upgrades, allowing
  users to complete payments requiring internet access even when their
  current plan had expired or been exhausted. Automated authentication
  during payment and allowed users to remain connected after successful
  upgrades when CoA was supported.
- Improved handling of failed and cancelled upgrades. Added a payment
  failure page with options to retry or return to the account without
  losing the existing plan, and cleaned up temporary access when an
  upgrade was abandoned.
- Improved login redirection by supporting safe continuation URLs through
  the next query parameter and its aliases, including synchronous captive
  portal authentication.
- Improved handling of captive portal status messages to avoid
  unnecessarily interrupting ongoing authentication and payment flows.
- Added gateway and upgrade cancellation API proxies, configuration and
  translation updates, documentation, and unit and browser tests.
