web-flowfix(release): adopt safe native retry recovery (#551) Adopt the reviewed release-workflow provider that safely handles failed native release tags. The original P1 release was left without published assets after a public Go proxy failure; retrying its old pinned workflow became a version no-op. This meaningful fix starts the normal next-patch publication with every native, signing, notarization and promotion gate retained. Only the immutable provider pin/comment changes. Provider strongo/cicd#106 is merged at751025d2b, exact-head Opus5.5 and Astra cleared it, and post-merge CI passed. CLI actionlint passes. Actual Astra and Opus5.5 both cleared CLI head79494641d, zero blockers/majors. Provider merge/review tree equality and entrypoint/dependency provenance are verified; exact-head CI remains the landing gate. This publishes no production access activation, enables no writes, and updates no package-manager tap. Complete release/assets and the packaged protected-table journey will be verified separately. The publication notes must mention the P1 security feature from the unpublished v0.136.0 tag, which automatic changelog comparison may omit. Accepted nonblocking review findings: a public-but-incomplete release is not repaired by a full re-run; no general mirror-recovery claim is made. Published source/hub assets will be checked explicitly, and P1 security release notes appended.
