Drop support for EOL Python 3.8–3.10 (#135)

Remove end-of-life Python versions from project metadata and CI, and
update both uv lockfiles. The minimum supported Python version is now
3.11.

- **Lifecycle references:** Python 3.8 — [PEP
569](https://peps.python.org/pep-0569/); Python 3.9 — [PEP
596](https://peps.python.org/pep-0596/); Python 3.10 — [PEP
619](https://peps.python.org/pep-0619/).
- **Project metadata:** Set both projects’ `requires-python` to
`>=3.11`; remove 3.8–3.10 classifiers and obsolete compatibility
dependencies.
- **CI and dependencies:** Remove 3.8–3.10 from CI matrices and
regenerate both uv lockfiles.
