fix(studio): show branches page for paused branches and leave it on branch switch (#52572)

From a paused branch, "Manage branches" showed the paused screen instead
of the Branches page, so the click seemed to do nothing. The next branch
pick then kept the hidden `/branches` route. The Branches page now
renders for paused branches, and picking a branch from the Branches
pages opens that branch's home page.

Fixes FE-4831

## Testing instructions

**Setup:** a project with branching enabled and at least three branches:
- the default `main` branch (running)
- one other running branch (`live`)
- one paused branch (`paused`)

Open the branch switcher with the chevron next to the branch name in the
top header.

**1. Manage branches from a paused branch**
1. Open `/project/<paused-ref>`. The paused state shows.
2. Open the branch switcher and click **Manage branches**.
3. Expected: the URL is `/project/<paused-ref>/branches` and the
Branches page renders with the full branch list. The "project is paused"
screen does not show.

**2. Switching to a live branch from the Branches page**
1. Continue from step 1 (on `/project/<paused-ref>/branches`).
2. Open the branch switcher and click `live`.
3. Expected: on the first click, the URL is `/project/<live-ref>` and
the live branch's project home page renders. It does not land on
`/project/<live-ref>/branches`.

**3. Switching straight from a paused branch (no Manage branches click
first)**
1. Open `/project/<paused-ref>`.
2. Open the branch switcher and click `live`.
3. Expected: the URL is `/project/<live-ref>` on the first click.

**4. Merge requests page**
1. Open `/project/<paused-ref>/branches/merge-requests`.
2. Expected: the Merge requests page renders, not the paused screen.
3. Open the branch switcher and click `live`. Expected: the URL is
`/project/<live-ref>`.

**5. Regression: switching branches keeps the current page elsewhere**
1. Open `/project/<live-ref>/editor` (Table Editor).
