* Keep HiGHS off the console unless debugging

The highspy backend printed HiGHS' banner and solver log to the worker's console,
because two things went wrong:

- The options were applied only after the model was built,
  and HiGHS prints its banner as soon as the model is first changed,
  so even an operator-set output_flag of False came too late for it.
- The log was silenced only when LOGGING_LEVEL equalled the string "INFO",
  so the numeric defaults (e.g. logging.WARNING) left it on.
  Silencing now follows the app logger's effective level, and only DEBUG lets HiGHS through.
