ci: fail Dependabot branches when pip skips the bumped version

Dependabot widens ranges such as "pytest < 9.2.0" to "< 9.3.0". When
something holds the package back, pip resolves to an older release that
still fits the widened range, and CI turns green without testing the new
release. PR #838 went green that way with pytest 9.1.1 installed.

On dependabot/pip/* branches, a new last step reads the bumped packages
from the "updated-dependencies" block of the newest Dependabot commit and
fails the job if an older version is installed.
