refactor: split the qDRIFT draws out of BosonicQDrift.synthesize (#7)

Port the sampler structure of qiskit-fermions#406 so that the qDRIFT
synthesis method has the same API in both packages.

`BosonicQDrift.sampler(gate)` returns a new `QDriftSampler`, which holds
the distribution derived from the gate and draws from it, either in one
batch (`sample`) or one gate at a time (`draw`). `synthesize` is now the
batched sample appended to a circuit. It makes the same random calls as
before, so a fixed seed yields the same circuits.
