fix(signals): clear the settled source at the verdict re-derive shortcut (#4596)

`propagateStatus` re-derives a verdict reader (CONFIG_VERDICT) when a source
it probed settles, and returned before retiring that source from the
reader's `_pendingSources`. An errored probe target stayed in the set; the
re-run parked on a second source beside it, and that source's landing found
the errored one as `remaining` — the reader stayed pending on a source that
will never settle, and a Loading boundary over it never released.

The shortcut now removes the settled source (error or sync value) before
enqueuing the re-derive, as the marked path does through `notifyStatus` and
a landing does through the settle walk.

Pinned by `tests/verdict-shortcut-pending-source-liveness.test.ts`; D-25's
Status note records the fix. Found while shadowing the seat table.

Size: +15 B minified on the signals scenarios; gate passes (three scenarios
over their brotli cap by 1–13 B, within the minified allowance).
