Move scrap_learn in a docker image

-One images with dependencies (gator_deps), to be rebuilt each time dependencies change.
This image also contains topic_model (which has been moved in its docker context to not have to copy-past it in docker image context in script) because
loading model in context is quite long

-The other (scrap_learn) is the application (scrap_learn script and sources) and depends on the gator_deps

-The context of scrap_learn image is root repo directory but restricted with dockerignore to only use src directory without tests, which in particular exclude context
of gator_deps to increase creation time of image.

-functest of scrap_learn re-create the scrap_learn (to ensure it uses last sources) and run script in same context as before

-git lfs pull has been moved into setup_envs step because docker image needs it
