Add --wasm to bolt test

`bolt test --wasm` compiles each test to a WebAssembly module of its own,
whose `main` is the test, and runs that, as `bolt run --wasm` does for a
file. A test that can't be compiled yet fails with what isn't supported,
and `--fuel` counts instructions, as for `bolt run --wasm`.

For it, the code generator can link a module from any function
(`link_function`), and run one without its result (`run_test`).
