Run unclassifiable statements as barriers in a plan of the session

A plan of the session refused the whole session when one statement had effects
the planner can't classify, e.g. a GRAPH_TABLE query, SET, a temp table, an
ambiguous relation or an analyzer error. A run of one script ran the same
statement with a warning. Now the diagnostics of barriers are warnings in every
scope and the statements keep their SQL: they run as written, ordered against
the other statements of their connection. Syntax errors, script reference
errors, stale analysis, inputs without a value and visualizations that fail to
compile still invalidate the plan.

Session, locking, constraint and graph effects are reported once per statement,
a property graph with a GRAPH_TABLE query reported them twice.
