fix: don't pin bound pods to the zone of their ephemeral volume

A generic ephemeral volume's PVC is deleted with its pod, so a pod that
disruption reschedules gets a new volume. Karpenter still added the old
PV's node affinity to the simulated pod, so a node could not be
consolidated when its pod had to move to another zone, and the pod was
reported as unschedulable. For bound pods, use only the StorageClass
topology for ephemeral volumes. Pending pods and regular PVCs keep the
bound PV's constraints.
