fix: reject ; and backslash in request paths

judging a segment by its part before ; still let /api/private;v=1/x and /api/private%5cx skip a protected ^/api/private/ route: route matching saw the original spelling, while an upstream that strips ;params or treats a backslash as a slash resolved them to the protected resource. Any decoded path with ; or a backslash is now rejected with 400.
