Feature #3399 CoCoRaHS, Quick Search links, unit mismatch (#3402)

* Per #3399, add CoCoRaHS to the Verification Datasets Guide

Add an entry for the Community Collaborative Rain, Hail and Snow
Network, used as the observation dataset by the
precipitation/PointStat_fcstURMA_obsCOCORAHS_ASCIIprecip use case,
and register it in the Datasets toctree.

Define a new DataProviderCSU label for Colorado State University,
adding it to both the template provider list and the Verification
Datasets quick search page.

* Per #3399, expand the CoCoRaHS entry to match PR #3351

Rewrite the entry at the level of detail used by the SMOPS and GLEAM
entries added in PR #3351: describe the quality control program and
the network's relationship to GHCN-Daily, and spell out in
Recommended use the characteristics that affect how the data should
be used for verification, including the non-uniform observation
times, the one-report-per-day limit, and the optional snow water
equivalent.

* Per #3399, add the CoCoRaHS sample image and refine the entry

Add a sample image showing daily precipitation reported for the 24
hours ending the morning of September 14, 2022, with the CoCoRaHS
logo inset. This clears the only Sphinx warning the entry produced.

Note in the description that the daily 24-hour precipitation report
is the primary product and name the other report types collected
alongside it, which are far less complete.

Document bulk retrieval in Location of data with a verified command
that returns all 15,749 daily reports for the date shown in the
sample image. No account is required and omitting the state
parameter returns every reporting station.
