Per #3399, label the CoCoRaHS observation units and tidy the field block

Add set_attr_units = "kg/m^2" to the observation field options so that
the OBS_UNITS and FCST_UNITS columns of the PointStat output agree. For
precipitation 1 mm is equivalent to 1 kg/m^2, so the converted CoCoRaHS
values carry the same units as URMA APCP_24. OBS_UNITS previously read
NA because the Python embedding point format carries no units.

Remove the commented out FCST_VAR1_THRESH and OBS_VAR1_THRESH lines.
They were 273 K temperature thresholds left over from a template, which
is misleading in a precipitation use case, and the use case config is
rendered verbatim on the documentation page.

Correct the Python Embedding section, which claimed the use case does
not use Python embedding. ASCII2NC reads the CoCoRaHS CSV through
read_cocorahs_point.py, which the keyword list and the METplus
Components section both already described.

The statistics are unchanged by this commit.
