Handle long error messages in CSVs

**ISSUE**
We've noticed a few errors that return particularly long or
multi-line error messages. These are not particularyly helpful
to administrators.

**RESOLUTION**
Truncate long exception messages in the CSV "error" column.

NOTES:
* Full execptions messages will still be sent to the `Rails.error`
  service, so they appear unmodified in Honebadger, Logs, etc.
* We've extracted this as a service so we can use the same logic
  for `ExportJob` exception messages.
