Notify small lux changes and keep lux characteristic value current

Clear-only lux is often single digits indoors, so the fixed 10-lux notify
threshold meant the app never saw small readings. Notify on any change
below 20 and on a 10% change above that, via a pure shouldNotifyLux()
covered by native tests.

Refresh the readable lux value every kLuxIntervalMs whether or not a
client is connected (still skipped in sleep), so a read right after
connect is not a stale boot sample. Log a null characteristic once and
drop the per-call "not connected" warning.

Lux is now sampled with auto brightness off too, so the proximity read
guard follows real ALS sample times instead of the auto brightness flag.
