Add common StartCapture/StopCapture helpers and defer capture stop (#6211)

* internal/otgutils: add common StartCapture/StopCapture helpers and defer capture stop in 34 tests

Add StartCapture (which registers t.Cleanup) and idempotent StopCapture to internal/otgutils/actions.go, retain delegating wrappers in internal/otg_helpers/packetvalidationhelpers/packetvalidationhelpers.go for backward compatibility, and update all 34 OTG packet capture tests to call otgutils.StartCapture and otgutils.StopCapture directly with deferred cleanup.

* Update polarization_test.go

* Remove loop defer in ingress_traffic_classification_and_rewrite_test.go and update .gemini/styleguide.md
