Require Node 24+, drop the root webpack hoisting entries, release 0.9.0

engines is now node >=24 and npm >=11 in every package (CI and .nvmrc already
used 24); READMEs follow, and @types/node is ^24. The root devDependencies no
longer list webpack-cli, webpack-dev-server and webpack-bundle-analyzer: the
packages that use them declare them, and a clean `npm ci` hoists them to
node_modules/.bin, so `webpack serve` and the builds still work.

codemirror-blocks is bumped to 0.9.0 (React 19, the exports map and the store
changes are breaking) and the changelog's Unreleased section becomes 0.9.0.
