Make the jsdom drag move focus like a real press; fix focus after a toolbar drop

A real press gives keyboard focus to the pressed element (or to the page body
when nothing focusable is under it), but the jsdom drag helper did not, which
hid a bug: pressing a toolbar block gave the toolbar focus, and dropping it
into the editor left it there, so Ctrl-Z was ignored. actions.drop now returns
focus to the editor when the dropped block came from the toolbar, with a
browser regression spec (e2e/toolbar-drag.e2e.ts, fails without the fix).

The random sequences click back into the editor when a drag that came to
nothing leaves focus on the toolbar, or when focus is parked because the
focused block is outside the lines jsdom draws. One fresh seed (1004) still
fails; test-plan.md records what is known about it.
