Report the namespace axis as unsupported when compiling

processAxis had an empty case for the namespace axis and returned a nil
query with no error. A bare `namespace::*` was then reported as an
"undeclared variable", `//*[namespace::*]` failed with the text of a
nil pointer panic, and `count(namespace::*)` compiled and panicked when
it was evaluated.

NodeNavigator has no way to reach namespace nodes, so return a clear
compile error for the axis instead.
