fix(ci): pin Node 24 in mise.toml (#504)

## What is the current behavior?

"Check Management API Types" fails at the mise setup step on every PR,
because Node 26 became LTS and `node = "lts"` now resolves outside
`mise.lock`, which the action installs with `--locked`.

## What is the new behavior?

`mise.toml` pins Node 24, matching the locked 24.15.0, so the locked
install passes on current mise.

## Verification

`mise install --locked --dry-run node pnpm` resolves node 24.15.0 and
pnpm 10.33.2 on mise 2026.10.21 and 2026.10.24. On unchanged `main`,
mise 2026.10.24 fails with `node@lts is not in the lockfile`.
