fix(signals): latest() then isPending() of a refetch outside Loading no longer loops (#4453)

* fix(signals): latest beside isPending outside a Loading settles on a refetch (F-6, D-23)

A pass reading `latest(m)` and then `isPending(m)` of an unheld refetch,
outside any Loading, looped until "Potential Infinite Loop Detected".
The `latest` read joined the reader to the verdict lane by opening the
flush's transaction, which holds nothing of the flight; the probe then
asked to re-run at that transaction's landing. It landed at the same
seam, the re-run opened another transaction, and so on every flush.

`pendingVerdict` now remembers the transaction a `latest` read of an
unheld flight opened; a probe in it is the lane's without the re-run.
Nothing that transaction holds flips the verdict: the flight's own
landing re-derives the reader. The reader shows the committed value
beside `true`, then the refetch's answer. A probe before the `latest`
read, or in a transaction anything else opened, is unchanged.

* chore(size): raise caps for the latest/isPending probe fix

isPending/latest +28 B brotli (+77 B minified), compiled live page +38 B,
live + router +19 B: the remembered transaction and the probe's early
return in `pendingVerdict`. The live page (frozen floor) stays under its
cap. Caps at measured + 10 B rounded up to 0.01 KB; recorded minified =
measured.
