Make data/ an allowlist so run artifacts stop being committed

.gitignore named generated files under data/ one at a time — resume.md,
digest.html, experience.md — so every new artifact a run learned to
write was committed by default until someone remembered to add a line.
It is now an allowlist: data/* ignored, with the two .example templates
exempted. A future artifact under data/ is ignored before it exists.

This was not hypothetical. data/submission_console.html had been
tracked since the commit that fixed the console's first contact with
production data, which staged the console's own 783KB of output along
with the fix: 50 real companies, the application answers written for
each, contact details, and 78 presigned MinIO URLs. This repository is
public and had never been pushed, so the five commits carrying that
blob were rewritten to drop it before the first push rather than
removed in a later commit, which would have published it anyway.

On the presigned URLs, for the record: every one pointed at
http://localhost:9010, so the signatures were useless to anyone off
that machine, and a signature is an HMAC that does not carry the
secret key. They did disclose a non-default MinIO access key id and
the per-object layout. The real exposure was the rest of the file — a
permanent public record of where the candidate applied and what he
wrote to each of them.

The file itself is untouched on disk; it is simply no longer git's
business.
