fix(signals): a parked frame re-derives an isPending memo that read a held flight (#4439) (#4449)

* fix(signals): a verdict memo whose probe the seam's park answered shows now (#4439)

A memo of `isPending(x)` (the router's `useIsRouting`) that probed x's new
flight before anything in the flush joined a transaction is a seam watcher.
When a later verdict reader (one through a `latest()` memo, D-25) observes
the flight plainly, the frame opens and parks with x held, and the memo's
`true` is staged in it. Since #4356 the lane seam skipped such a reader as
"held by a non-lane transaction, read none of its stagings", so it ran only
at the landing and `isPending` read `false` for the whole hold.

The seam now also re-derives a held reader whose pass read a node a
transaction holds (while its frame stays parked and it was not born into
it): its re-run's probe routes into the holder's verdict lane and shows the
verdict now (F-6, D-23). The #4349 readers are unaffected: the flight they
probe is published and not held, so their re-run would park the frame again.

Re-pins the last step screen of the async-gen E1 seed 3289 #1831 case: after
the write, `isPending(m0)` is true while m0's flight is up, so the Show
opens and its mount reads the screen (D-27); the settled screen is still [F].
