Sync yamllint config with tox-dev template and fix redundant quotes (#2013)

## What do these changes do?

Synchronize the `.yamllint` configuration with the updated tox-dev
template by adding the `quoted-strings: required: only-when-needed`
rule, and remove redundant quotes across workflow and configuration
files to pass strict validation.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No.

## Related issue number

Follow-up to aio-libs/multidict#1830 as requested by @webknjaz in
aio-libs/multidict#1831.
