TWS binds 165 "HMDS server connection was successful" to a historical
request when the HMDS farm connects on demand; the bars follow.
Classified Error, it ended streams and failed one-shot fetches.

- is_warning_message matches the text → NoticeCategory::Warning,
  informational; logged at info like farm-OK notices. Other 165 texts
  (scanner "no items retrieved", real failures) stay Error.
- Tests: classification + log level, one-shot fetch (parameterized with
  2188), stream notice-then-data, sync + async; shared fixtures in
  historical/common/test_tables.rs.
