Upgrade to TypeScript 6.0

typescript 5.9 -> 6.0.3 (typescript-eslint supports up to <6.1.0). TS 6 changed
defaults and deprecated options that TypeScript 7 removes, so the tsconfigs are
migrated rather than silenced: moduleResolution node10 -> bundler (library,
built by Babel) and node16 (toolkit and e2e, which Node loads), an explicit
rootDir, explicit types (@types packages are no longer included automatically),
a declaration for stylesheet side-effect imports, and strict kept off for
wescheme-blocks, which opts into checks one at a time. A type import from the
ES-module-only webpack-dev-server 6 needs a resolution-mode attribute.

The nested TypeScript 5.9 copies are gone; there is one TypeScript in the tree.
The configs also type-check cleanly with the native TypeScript 7 compiler.
