Don't let cursor activity steal focus from blocks after an edit

Deleting a block moves CodeMirror's parked cursor, and the cursor-activity
handler then focused the text editor and scrolled to the cursor. In a long
document that virtualized away the focused block, leaving focus on the
screen-reader placeholder so Cmd-Z was ignored. Only reclaim focus when the
text editor already has it.
