ci: check semver compatibility against the latest release (#138)

Runs `cargo semver-checks` on pull requests and in the merge queue. It
compares the public API against the latest version on crates.io and
fails if a change breaks it without a matching version bump in
`Cargo.toml`, so a breaking change has to bump the version in the PR
that introduces it.
