Require description of every member, not of the first 110

The members node was 110 positional entries, one per member of a past snapshot, each
requiring whatever that member happened to carry. Under tuple validation an entry
constrains only its own index, so a missing `description` was caught on the 1st member
and missed on the 111th onwards: 26 of the current 136 were unvalidated, and a newly
added member always lands outside.

One shape for every member instead. `required` is what the feed structurally always has,
`description` among them: `compile_json` resolves it from `member.description` and falls
back to `github.description`, which is why the 13 members that declare none still carry
one.

Also fixes what the snapshot had baked in: `badge` was typed as a string although the
feed has emitted an object for a long time, and the 110 entries required fields of
individual members that `meta."deprecated fields"` declares deprecated, which is what
made the live feed fail with 384 errors.
