desi_run_scripts: fix exit 98 misclassification, harden cleanup and input checks

- Return None (not exit code 98) for scripts never launched, so a script
  that really exits 98 is reported as FAILED instead of also NOTRUN
- Write a FAILED joblog row if opening the logfile or Popen raises
- Ignore further SIGINT/SIGTERM/SIGHUP during interrupt cleanup
- Wait on the launch condition instead of sleeping with it held for --delay
- Create --logdir if needed
- Reject -n < 1, empty script lists, duplicate script paths, and scripts
  that would share a logfile; skip only blank lines in --infile
- Warn on --resume when no joblog SUCCESS rows match the input scripts
- Document that scripts without --time have no timeout; -C cpu in example
