test: fix fuzz target failures reported by OSS-Fuzz (#1464)

* test: skip over-long topics in the reserved topic fuzz target

Validate rejects topics longer than maxTopicLength with ErrInvalidTopic before
checking the reserved namespace, and parsing them is quadratic, which made the
target fail (OSS-Fuzz issue 579182052) and time out (OSS-Fuzz issue 578739168).

* test: accept 413 responses in the publish fuzz target

Large inputs exceed DefaultMaxRequestBodySize once form-encoded, and the hub
rightly rejects them with a 413 (OSS-Fuzz issue 578795800).
