Use the same tree limits for FlatBuffers encoding and decoding (#409)

The decoder rejected trees deeper than 512 nodes, while the encoder had
no limit at all, so trees could be saved (e.g., into the population)
that could not be loaded back. Now, the encoder and the decoder share
the limits of the tree depth and of the number of nodes, and the depth
limit is raised to 4096, which still leaves enough headroom on the stack
for the recursive tree processing, even in sanitized builds. Trees
exceeding the limits are not encoded, and the callers skip them.
