Bugfix #3385 develop wrapper fixes (#3400)

* Bugfix #3385 fix wrapper bugs found in pre-release review

- ExtractTiles: write latlon grid spec as Nx (lon) then Ny (lat)
- CyclonePlotter: stop cleanly if a W/E/N/S extent bound is missing;
  read init hour from CYCLONE_PLOTTER_INIT_DATE (YYYYMMDDHH) or use 00
  if CYCLONE_PLOTTER_INIT_HR is unset instead of crashing
- PlotPointObs: fix error message when more than one grid file is found
- PairStat: apply PAIR_STAT_OFFSETS when finding pairs input files
- TCPairs: substitute each model into the A/E deck template instead of
  replacing the first model name in the path
- parse_template: keep seconds (%S) when extracting time info
- validate_config.py: return failure when validation fails
- Add unit tests for each fix
