chore: remove unused deploy dir and fail2ban filter (#1254)

**Before:** the repo carries `deploy/` (a systemd unit, `fly.toml`,
service vars) and a fail2ban filter that aren't maintained. The unit
that runs on nodes is provided via the elx_updater repo and differs from
the copy here, so this one is misleading.

**After:** those are gone (`deploy/` and `contrib/fail2ban/filter.d`). I
also removed the Fly.io docs page (`docs/deployment/fly.md`) and its
`mkdocs.yaml` nav entry, since that page told users to use
`deploy/fly/fly.toml`.

I grepped the repo (Dockerfile, mix.exs, rel, scripts, mise/nix, .github
workflows, docs) for references to the removed paths; the only one was
the docs page above. No CI, Docker or release tooling references
`deploy/`.
