Select several separate ranges with set_timeindex

set_timeindex took either a list of timestamps or one start/periods/end
range. Selecting e.g. two separate weeks meant listing all 336 hours.

- New parameter ranges: a list of ranges with exactly a start plus
  either periods or end each; freq is set once for all ranges. The
  ranges are joined into one sorted time index without duplicates, and
  the gaps between them are kept. A single start/periods/end range is
  handled as one range of ranges, so both share one code path.
- In a config that extends a preset, the set_timeindex params replace
  the preset's params they cannot be combined with: timestamps and
  ranges replace start, periods, end and each other, end replaces
  periods, periods replaces end. Before, deep_merge kept both, and the
  unused preset params had to be set to null. Within one config,
  conflicting params are still an error.
- The validator rejects before the run: an empty list of ranges, a
  range with other keys than start plus periods or end (e.g. its own
  freq), a range without time steps, and time steps in more than one
  year. The last two also apply to a single range and to timestamps:
  _set_timeindex shifts all time steps by the year of the first one, so
  on a loaded time series a second year gave empty time series with
  only a warning.
