Run the packageDirectory spec in a temporary directory

The spec wrote {} to the package.json two levels above its own directory
and deleted it afterwards. Under frontend/eslint-local-rules that file is
frontend/package.json, so every test run overwrote and then removed the
frontend's package.json. The spec now creates its own directory tree in
the system temp directory.
