fix handling strings of various length

* string len limit: 16MB, dependent changes in parser, Dump, encoding
* also: parser's errorAt logs only first 40B
* Dump: prev code misallocated space for strings with len>240B (more than 1B
        of uvarint)
* Load, encoding: use readPart that turns EOF into UnexpectedEOF
* Load: comparing n not needed, UnexpectedEOF handles the cases
* Load, encoding: properly handle strings over bufio limit
