check that busybox does not prefer applets

Add scripts/check-busybox-prefer-applets.sh, which verifies that the
busybox binary in an image was not built with
CONFIG_FEATURE_PREFER_APPLETS=y.

With PREFER_APPLETS=y, busybox re-execs itself via /proc/self/exe when a
command name matches a built-in applet, instead of searching PATH. This
means `chroot <hostRoot> modprobe <module>` (KernelModules.Load in
internal/linuxutils) runs the busybox modprobe applet rather than the
host's kmod modprobe. The applet does not implement softdeps, so
vfio_iommu_type1 (a softdep of vfio) is never loaded and KubeVirt VMs
with GPU passthrough fail to boot.

busybox does not embed its build config, so the script checks behavior:
with a fake modprobe first on PATH, `busybox chroot / modprobe` must run
the fake rather than the applet.
