fix(signals): isPending(s) settles after an action when s is also written outside it (#4367) (#4380)

A verdict memo (`<Show when={isPending(s)}>`'s condition) reads `true` from
the verdict lane while an action holds its write to `s`. An outside write
matching the action's value ends the verdict; the memo's mainline pass
leaves the lane on `false`, equal to its committed value, so the equality
gate notified nobody, and `laneStage` only marked the node for the seam's
wake (LEFT_SHOWN, #3892) when the lane's frame was not held. The action
held it, so the reader kept `pending` for good while the inline form read
`false`. A pass outside any transaction's flush is the screen's: it now
wakes its readers at the seam whatever holds the frame.

The guess-take read in `laneStage` moves behind `guessed`, so bundles
without optimism drop it (-2 B minified there; +1 B on the every-store
scenario, recorded).
