refactor(cli): modernize offline-token commands and add unit tests (#6998)

Migrate minder auth offline-token commands (get, revoke, use) away from cli.GRPCClientWrapRunE to direct RunE execution with PreRunE flag and environment variable binding.

Add unit tests covering:
- Mutual exclusivity enforcement between --file and --token
- Missing token file handling
- Token revocation and usage via --token, --file, and MINDER_OFFLINE_TOKEN environment variable
- Invalid issuer and endpoint error handling
- Default flag values and parent usage output
