[CHIA-4467] Pos2 plot groups (#21566)

* Remove testnet param and usage from v2 proof solving
Checkpoint updating v2 plots to use group plots
Account for plot group size in inventory and effective space
Include group_size in Plot2, harvester RPC output, and plot sync.
Scale V2 effective space by group size while preserving file counts
and physical space accounting. Update tests and serialization fixtures.
Preserve harvester protocol compatibility for plot groups
Bump farmer/harvester protocol to 0.0.39 and add Plot3,
RespondPlots3, and PlotSyncPlotList3 with group-size support.
Keep the released Plot2 layout unchanged and select legacy,
Plot2, or Plot3 messages based on the peer’s protocol version.
Add coverage for serialization compatibility and plot-group
inventory accounting.
Include plot ID in solver request correlation

* bump BLOCKS_AND_PLOTS_VERSION

* update plot cache to support plot groups

* count plots inside groups in get pool contract plot count RPC
